OK - jump a 12 v + wire from the battery to the dash side of the safety switch and see if the starter will engage. If it does, then it's either the wiring from the start switch on the dash to the safety switch, or may be the start switch itself - sometimes they will pass just enough current to read on a voltmeter, but not enough to kick the starter solenoid. Most probable is the wiring - maybe a bad harness plug.
