won't start

I need help,can't start port engine without by passing starting solenoid.Should I have power going to safety switch on the side of the transmission? I've got continuity between the two terminals on switch and going to the solenoid when out of gear.Any help or wiring diagram would be appreciated.It's a velvet drive on a 327" Mercruser.
