Jeff,
There are several reasons that your resin may not have kicked properly... Under-catalyzation is likely the best candidate. Thin coatings require more MEKP because there is too little material to generate an exotherm. Straight coatings usually need to be fired at 2% or 3%.
Your other items kicked because they were in the sun early in the cycle. The best solution for your interior items is to wipe away all excess un-cured resin with acetone, allow a couple of hours for the acetone to flash off, and re-coat with fresh resin.
Mix smaller batches so that you can kick it at about 2 1/2% MEKP & still have time to apply the coating before it gels.
If your afternoons and evenings are still cool, (low 70s or less), you could heat your interior all night & apply the resin around 10:00 in the morning. It should be fully hard by 14:00...
Most polyester boat resins will remain tacky even after a full cure. If you want a non-tacky surface you need to cut off the air contact with the resin surface. The easiest way to do that is with 5% - 7% polyester surfacing wax. The wax is dissolved in styrene and will migrate to the surface, blocking the air from the resin.
Not sure why you chose polyester to seal your wood, epoxy would have been a better choice...
