From past experience, cables that start getting tight are on the way out. If the jacket or end seals are broke or open torn or tattered, usually they are on therre way out.

Of course there are exceptions to every rule. I have one shift cable that refuses to give me a problem yet the cover is shot to hell. Been that way since I got the boat, yet smooth and shifts flawlessly. I have the spare but since its a pain to change I just keep it on my "to do list".
