Tiller Arm

I have a 1973 B28. My port tiller arm failed (broke in half at the rudder post). After 32 years of service, the cast iron post finally gave way.

Questions...
The B28 has the tiller arm below the rudder shelf. The arm/rudder post is square at the connection. Where can I find replacement tiller arms?

Can I replace the tiller arm without having to pull the boat?
