Carl,
Ask your yard mechanic if he will pay to repair your engine by advancing that much.If the book says 7 degrees, then 7 it is.
If its not performing correctly, then dwell, if you have points should be checked and the advance needs to be checked.It should not be a vaccum advance rather a mechanical advance using weights and springs. Sometimes those springs will break or change value.
This can be checked with a timing lite under way to see what kind of advance you are gettings.Vaccum advances don't work well on a marine engine because of the way they are loaded vs a car.
Advancing the timing can make the engine run smoother, but it can also lead to burned valves.
If this is the left hand engine, the timing chain and or gear can be worn. The right hand is usually gear driven.
All this needs to be checked including spark intensity at the plug. A weak coil may be producing a weak spark. It should be checked also.
