If they are the outriggers in waynes picture, they look like they work like Rupp outriggers, the slotted hook arm holds the up while not in use, and when you want to lower them down, you remove the arm and lower them until the hinged arm locks. I can't see all the parts, but you could look on the Rupp web page to get the idea.
