The way it used to be when Patrick and I got licensed, if there was an agreement to share expenses beforehand, or even to take the boat owner out to eat, whatever, it was a charter - and you better be licensed and insured. If somebosy just pulled out his wallet at the fuel dock ad offered spontaneously to pitch in, that was OK. Very few actually would. That's why a lot of us got our licenses. Not too long ago, they decided sharing of expenses - actual expenses, I think - did not constitute a charter.
I just had a discussion with a coastie in Freeport, texas, about inforcing the federal charter permits and the moratorium on same. He had no idea what I was talking about, said "We don't bother the charter boats much>"
