B31 speed

Which is the max speed I can expect with twin Mercruisers 7.4 gas? I have been offered with B31 Flybridge, with two newly revamped 7.4 gas, and max reached rpm were 3000, with a speed of 28 knots (gps). Hull in good shape, and three people on board.
Is that correct? Shouldn't they reach > 4000rpm?
