I grew up with a 20 Bahia Mar, and recently sold a 20 Moppie with the 4.3L. It's my experience too that these boats benefit from keeping the weight forward. If a few sacks of sand intice you than maybe a removable tank in the cuddy would be a good start. it would be easy to rig a gravity transfer to the main tank with a stop cock. There isn't much space up in that cuddy for anything but stowing a little gear anyway.
I'd be curious to see how it will effect your overall trim though. I can't say for sure, but I'll bet your stern scuppers will still be lapping at the waterline, so if that is the problem you are trying to solve it might not work. You might just be adding unproductive weight.
