Didn't say what engines, but they are pretty much all the same. Remove the end caps from the HE and run the appropriate size brass rod thru the tubes to clean out the heavy stuff. On most, aluminum solid ground wire will work fine vs. the expensive brass. Then you gotta clean them out with acid. Acid scares a lotta folks, but on the boat it's your friend. If you can remove the HE from the boat, it's a lot easier to clean with acid on the dock. Stand it upright, seal off the lower outlets with zip lock bags and rubber bands, then pour it full of a 50/50 mix of hardware store muratic acid & water, and let it stand for about 20 minutes. Always pour the acid into the water, never water into acid. Then dump it out in a safe area (your neighbor's yard will do fine) and rinse it out good with fresh water. If it's heavily scaled, may take two applications.
On the gear oil cooler, on most you can't remove the ends, so just seal off one end, use the zip loc and rubber bands again, and fill the raw water side up with the acid/water mix and let it cook, then wash it out.
Acid is amazing stuff, just wear minimal eye protection, rubber gloves, and long pants and rubber boots. It will burn you.
