David your talking about two different anmimals here. 1) A marine restriced radio operators permit is just fill out the form and pay type of deal. That will automatically be given to you. Just check the box that asks if you are going to operate out of the country. That's a no brainer and all you have to do.
2) The other license is another matter and is for amatuer (Ham) radio frequencies only. This is real popular with the sailboaters traveling all around the world as you can run more power and more frequencies but not as good as having to call the Coast Guard for an emergency. They use Ham Radio primarily for communication with their loved ones and other sailboats. Also Maritime networks are used but this is not a direct link to the Coast Guard as regular Marine SSB is. So bottom line don't woory about taking a test and getting your amatuer license unless you want it for the same reasons as the sailboaters do. I use mine for both personel contacts with my friends when I'm out of range of VHF Marine and other uses which is not in the realm of this board as you'd have to be a Ham to understand. So don't worry about the Amatuer license. Just apply for the Marine SSB offshore out of country catagory and you'll be fine. Hope this clarifies it a little. Dave K
