SSB license (again)

Sorry to beat a dead horse again but...

I recently installed an Icom 802 SSB. I also talked to the FCC & filled out the information on line for two different licenses which they said were required. One being "restricted operator" and one SA-SB ships license. The person said that is all that's required.
Now, my friend who is a ham radio freak, says I have to take a written test including a morse code test to get the entry level license. He said I can only use a few channels on the SSB. The other channels are for licensed operators only.
What's the deal??
