If you double the core to get your thickness you will have to be sure to bond the two layers together with something that has exceptional shear strength, or the thicker core won't result in a strong part.
Imagine bending a phone book in your hands... It is easy to bend unless someone glues all the pages together so they can't slide by one another. It is this resistance to sliding, or shear strength that the thicker core would be adding to your part. So if you build your core up from two pieces make sure they are seriously bonded together in a way to prevent that "sliding."
If you do that I can't see why you couldn't make up your thickness by layering two pieces.
