Try using the moisture meter on the inside of the hull, make sure it's dry to the touch, most meters will show wet readings if the hull bottom has antfouling paint. The area under the fuel tank usually shows wet because of trapped water in the foam between the tank and the hull bottom. The foam that they used years ago(2lb density) absorbs water like a sponge. I took my tank out, found about a 100 pounds of wet foam, cleaned up the area and reset the tank with 4lb density 2 part foam. No problems in 10 years since I did it. FRP laminates don't like heat.
