How much is to much

For the last 3 weeks I have been pulling out about 6 oz of water out of each racor every trip. I just started loosing rpm's on starboard engine so I changed the Racors and took it out for a run rpm,s were good but after 45 minutes I lost about 400 turns again on the starboard side I got back to the slip and I had about 1/2 inch of water on each side I removed. How much water is to much? and why would I only loose rpm,s on starboard engine when I feed off 1 tank?
