Capt patrick or other knowledge fglass people

My strake on my 28 B has a crack on the underside and outside to the hull both ways--Tried to repair this before but only ground it out about an 1 1/2 " wide. Filled with West and mat--crack came back where the polyster and epoxy resin met. Should I open this area up and feather back 3-4 inches and then layer the mat---also--should I use chop--bi axial--what weight etc--I am going to use West Epoxy. What kind of mat and layup is recommended so I can be done with this?
