I have been fishing the waters south of you for about 7 years (mostly bay bridge to bloody point). Right now most guys are switching from trolling to chumming, so you are safe to put your outriggers away for the season. I have not heard any reports for your waters recently, but Love Point at the northern tip of Kent Island has always been a good bet. Just south of Baltimore light (the exact name of the spot escapes me) is also a good bet for stripers and an assortment of bottom fish. With both spots, if there is a bite, other boats will be there.I would check the fishing reports in the Baltimore Sun to get a feel for where the action has been. Also, Bill Burton discusses all of the northern bay spots in the Annapolis Capital newspaper each Thursday. I am not sure what tackle shops are up your way, but they could also be a good source (Tochterman's is a well known Baltimore institution- they are on Eastern Ave). Finally, check www.tidalfish.com & go the the Chesapeake discussion board. The guys that post on that board love to brag about their fish and give details about hot spots and methods used.
For chumming, a 10-12# test rig is perfect. Trollers typically use 30# during trophy season, which is presently wrapping up at the moment.
