Leaky rudder post packing

The surveyor said I might be able to tighten these and stop the slow leak. I see two rings I could get a big adjustable wrench onto. I thinking tighten the bottom one first as it probably compresses the packing. Regardless I'm still curious how this contraption works. As usual every new inspection reveals an exceedingly rusty and ill maintained component the surveyor felt was in "servicable condition".
