Well first tighten them down untill they do not leak. Run the boat, retightin as necessary as it will be necessary as they set in. That should do it . Maybe in 6 months they may need retighten again. I found them to be better than Teflon in that regards and the reasearch shows less harm to shafts. I've had mine on for 2 or 3 years now.I guess we'll all know but the US Navy I guess did there homework first.I wish right now that's all I had to worry about was packing.
