If it was me I would clean the entire raw water system. Put back together then do what was suggested with wire brushing, Ospho (Phosforic acid)prime then paint with your engine color high temp paint. It's a constant battle but a good eye like you just showed us you have will prevent that embarasing anoying tow for unplanned maintenance with a surprise bill.It took me a couple days to rebulid my entire starboard cooling system (Sea water portion) and no problems since then 2 years ago now.
