If you completely block off a comparment, each individual comparment needs to have a bilge pump, and possibly a back up (may be overkill but would make me feel better).

Someone has made the previous suggestion of cutting several holes 6"-8" up on any bulkhead that is completely sealed off at the bottom, thus keeping the bilge water out but allowing any significant water you may take on in an emergency to flow from one comparment to the other so one compartment isn't copletely flooded.
