bildge drains

i have a couple of (why or why-not )questions.
first of all - i notices that on the far outboard side (either side)that water cannot drain down to the bildge -under engines,it goes all the way to the stern..then drains ..?????why??

second-would it be feasable to block off the bulkhead from the engine compartment to the cabin area ???keep alot of unwanted water and smell out of cabin area,,yes or no ???

any in-put???? thanks wanna go fishing(catching)
