Wayne, yeah, that's what I usually do. First line the hole with landscape fabric (one of Da Judge's tricks) tack it to the bulkhead, then lay a few sacks of Quickcrete down in the bottom of the hole, punch it with an ice pick, spray water on it, and over time they set up like big concrete pillows. Then broken bricks, then gravel, then the dirt and sod in the grass.

Problem is that the water at my bulkhead (the 90' dock is on the outside of the bulkhead) is about 9' deep, and as the water rises and falls - fresh water, but with some tide movement and a lot of wind-driven movement - the dirt behind the bulkhead just turns to muddy water and leaches out. After all, the camp is built on reclaimed swamp, and ashes to ashes, dirt to dirt, etc. Part of having a place in Paradise.
