More rudder packing

Spent part of Sunday doing contortions to work on the port rudder packing leak (last project before this years' splash). After Corrosion X got the nuts to cooperate I decided that the leak was due to lose parts.
The system I have is a compression plate on top that is held/adjusted with two slotted screws and nuts through the flange on the rudder log. Nuts were on top with the screw heads down. Holding the screw heads and tightening the nuts, I had a lot of slack to take up before things got tight. Looked like it hadn't been touched in a looonnng time.
The question is, can this system be made "too tight"?
