Tony & John,

Teflon packing in rudders is a common mistake, made even by the "Professionals"... For Teflon packing to work, it must be seated in on a high speed rotational shaft, ie: your drive shaft. Rudders only rotate back and forth over a 70° to 90° arc, so never seat the Teflon.

Use only flax packing, crank 'em so tight you can feel the pressure on the steering wheel & back 'em off a 1/4 turn & lock. Should be absolutly no water drip, as would be necessary for flax in the drive shaft.
