Type I Lifevests

Being registered as a for hire vessel, I am required to carry Type I lifevests. After initially planning to buy a set of Type I's, I decided to check what I already had onboard. It seems that I have the full compliment of Type I's, however I was curious if anyone knows how often they need to be inspected and tested. These vests are in very good shape but have inspection dates going back to 1990. They look as though they have never been used. Also, do I have to go to the Coast Guard to inspect these or is there some other place that can do this?
