John,
The epoxy will only seal the wood and stabilize it in the position it's in at the point of applying the epoxy. A stringer frame work on the back side, to counter any tendency of warp, is necessary and should be constructed after the first coat of epoxy. The longer the vertical leg, the stronger the stringer.
Your cleats will be the strips of wood extending into the hatch opening that the hatch covers rests on. They only need to extend into the opening by 3/4" - 1", but should extend under the closed side by at least 2". These should be screwed and glued with epoxy for maximum strength.
