What if you don't have outboard Joists

The Express has a deck which sits lower then the other models. A fact I seem to forget to mention at times. I always seem to remember when I jump on a friends boat and stumble like a fool cause I don't expect the deck to be where it is.

The outboard Stringer only has the one board running forward to aft, no joists. Can I just shim the deck to this board and then tab in place.
Or tab to the deck.
