Props out of the box can be off quite abit, think they allow 10%, depending on your application that can be dramatic. Anytime a picky customer buys a set of wheels from me I usually have the wheels checked prior to sale.

My guess it was a boo boo at the factory or dealer.

Yeah, you should cruise faster but make sure you get the correct RPM's at WOT. Need to know how much faster, multiple pitch differece by Shaft rpms. Don't know your reduction or I'd crunch the numbers for ya.
