I had a similar problem before. Was told by a surveyor it had something to do with ablative paint from West marine. Dont realy remember which one I used but I guess different manufactures make it and package with West Marine lable. Had something to do with the black color. Had these rings all around all metal pieces under hull and seems like the paint fell off, and was difficult to sand. Ken
