Man I'm stumped but this sounds like through the galvanic reaction the paint got baked on by this chemical reaction. Weird but I've heard of this happening somewhere before and they used paint remover and started all over again with known base coat etc. Not fun but at least they made good and you got free paint. Will they pay for the new bottom job? Dave K
