Well, step one needs to be teaching her to use a good voltmeter. When you key the mike on the VHF it probably draws so many amps that it knocks the voltage below the GPS tolerance, so it shuts off.
The fuze block you show is corroded, so first shoot it with Corrosion X, then take the fuzes out and check them with the ohmeter funtion of the voltmeter to make sure they are good, then sand the ends with some emery cloth, and put them back in, and test for voltage at the output ends.
Anyway, to make it simple, think of 12v DC as a water hose going from plus to minus - any kinks in the hose (aka breaks or high resistance joints) will cut off the flow. Also never assume a red is positive and a black is negative - use the voltmeter's polarity function to make sure.
And move that fuze block to a place you can get to - a hidden fuze block is a problem waiting to happen, at the least appropriate time.
