Well they are telling you this because that is the way they test them. They read on the shaft or flywheel with an optical device. On the shaft you just take your reading and multiply by your transmission gear ratio. i.e. you measure 1400 RPM under full load WOT and multiply by 2 if you have 2 to 1 gears. So there method is optical. I don't see any reason why you coildn't rent one and do it yourself but I would do it under load WOT to see how accurate your tachs are at the upper end of the scale. I know mine were measured as follows. Port 150 RPM high Starboard 50 RPM low. So Nice to know these things.Good Luck Dave K
