Mike,

I do advise using epoxy, especially over plywood, if it's exposed to direct sunlight. Prime both surfaces with un-thickened epoxy, allow it to tack up, and notched trowel on a layer of epoxy thickened to soft peanut butter consistency onto the wood. This should be supported completely either on a table top or on flat concrete surface.

The panels should be weighted lightly, just enough to assure complete contact throughout, but not so much as to squeeze out all of your bedding epoxy.

If your substrate is PVC foam board, use contact cement.
