You could check out Interlux's BilgeKote enamel. I used it throughout my entire bilge two years ago. I applied it with the cheap chip brushes for budget reasons, and in smooth areas it layed down like topside paint. It dries fast, and has been very durable, two coats may be necessary. So far, absolutely no problems. Used white, only color for a bilge in my opinion.
