I find/found that Big Orange by Zep (available as a commercial cleaner in that name, or an orange based ZEP cleaner in Home Depot) works incredibly well. We use it to clean machines here in the factory, and it is very good. Melts the stuff away...

I would paint as it helps make cleaning easier when you go to do it again.
