Jimmy,

Bad packing would make no difference as to lateral movement. Since the shaft is pinned at the top by either a bearing or bushing, slop at the bottom will be a worn port tube.

I've had my machinist re-bush at least 3 sets of ports that I can remember. Ain't too expensive and makes a ton of difference.
