Dug,
Before installing the guard rail, clean, fill and patch every void & old screw hole with epoxy & high density thickened epoxy. Only 1 1/2" #12 FH SS tapping screws will be needed. Double screw each joint end, (4 screws per joint).
When you install the SS rub rail, use 316 SS 1 1/2" #8 oval head screws. That will be over 150 screws biting into the fiberglass when the job is complete. Plenty of holding power without through bolting, but you can do that if you really want.
Don't use a screw gun to install the 316 screws due to softness of the metal. Bring them down snug then torque them by giving a few taps with a hammer on the end of the screw drive, while apply tightening rotation. Use the same technique to tighten the #12s... Always pre-drill a pilot hole for the screws.
