As UV said you can grind away the coating, as I did on my tower and weld as usual.
However, I spoke to a guy who builds them and he quickly showed me how. He said you crank the heat on the TIG to max, in his case it was 250amps AC and make a single bead. Then another, then another, till you get where you want to be. This overly high amperage blows the crap out and you deposit your materal then stop before it overheats. He ran a few beads, seemed real easy till I got back to the shop and well the results were less then good. Probly with some practice it could show good results, but welding annodized is not my thing, so I ground and welded in my normal fashion.
Using a spool gun in Mig, I wouldn't expect good results in that method, the materail is added before the cleaning process takes place and your heat will be off. I would grind and weld.
