I run into this all the time doing my surveys. Just did a 1971 31'FBC. The boat and yours were built before HIN# requirements took effect in 1972. I used the owners Florida registration and the original title papers, which had 315-1056 as the HIN#. I wasn't about to remove the transom panel(not in good condition) after checking under the berth area and all the other places I know of, I couldn't find any numbers. Usually in Florida the state issues a gray decal with issued HIN numbers that your supposed to place on the starboard transom. They look like s**t and usually are unreadable after a few years in the sun. This guy never got one, he's had the boat since 1974. I submit a hull rubbing report page with the survey, stating where I got the numbers off of. Hopes this helps.
