I just removed my old rudder shelves with a hand saw. They were tabbed into the stringer and transom, but rotted where they were through bolted to the stringers.

for the old bolds, I cut off with a grinding wheel. I like the had saw because I had a better feel for what and how far I was cutting & I was able to keep from cutting the stringer at all.
