My whole deck is oiled teak. Teak is meant to breathe. Why varnish that small piece at all? Scrub it clean with sudsy ammonia and oil it. No matter what its condition it will always come back to almost new. You'll have to do it about 3 times in a season, but in an area that's always going to get wet, I don't see how its ever not going to peel. I actually think the wood's natural oils would reject a varnish over time.
