They are hollow, but molded into the full from the get-go. I have some old ads showing them coming out of the mold with the strakes in place. I assume they just laid the strakes up in the mold and glassed them over smooth leaving the void to save weight. On AJ it does not appear that the hull is any thinner behind the strakes. Other than adding a little weight by being full of water it does not seem a problem worth going to a lot of trouble to fix.
