Maybe I'm overthinking this, but have you ever seen how the telephone guys hook up a tank with a regulator with a CO2 tank to a line they want to dry out?

Drill a small hole in the lower end of the strake and thread a small pipe fitting into it. Rent a CO2 tank and welders regulator (many of us already have one) and attach the hose using very slow pressure. The CO2 should displace any moisture after a period of several hours (I would think). You may even be able to find an inexpensive moisture meter that can read the humidity of what is coming out of the strake. This would require opening up the crack a little, but you need to grind it out anyway to expose fresh glass to epoxy to anyway.

Did I just take this way too far?
