Neil,
Not that big of a deal, it happens to boats all the time. I just had most of my transom redone on my 1977 B26 and it was not as bad as I thought. Even if it's totally rotton, the boat is well worth having the transom redone.Here is what I would do... First, get an experienced fiberglass guy who has done a few of these. The wood may be wet, but it may not all be rotton. He will want to drill a few holes (super simple to epoxy back later if below the painted water line). The hard part is going to find where the water is coming in. I am going to bet that your scupper holes have wood rot in them too, allowing fresh water in and may be draining to the lowest part of the transom. If not, your bracket bolts are allowing water intrusion.
If there is allot of rot, the the bracket needs to come off and all the work can be done from the inside saving you from having to fair and gel-coat. You should have plenty of room to work with since you have no engines in back there. I had a few quotes of around 3K to do mine with the engines already removed. How long ago was the bracket put on and do you know how they filled in the outdrive holes?
