I had the same situation when I rebedded my B25 rudder ports. I was told that the buildup was simply fiberglass putty layed in there wet to aid in the shimming. The excess was wiped away while it was still wet. Once it dried and set up, the bolts were final-tightened. I'll bet that's what you saw.
