When the flaps/frames are laid on the stern[old 31 with scuppers about 4" above water line] the flaps hang outside the frame leaving about a 1/4" opening. The frame of the flaps float. Water rising up will push them out, allowing water in. By moving the bottom of frame out prevents this and insures the flap to move in and close. I believe, Ed linus's 31 the Huckelbuck experienced this problem also.
