Strut backing question

I recently had my struts moved back aproximately 2 inches.(It was necessary because of a new shaft log) At any rate, I noticed that the yard I had do the work simply unbolted the strut, filled in all the old holes, then remounted the strut on the same backing bad that was originally there, just 2 inches further aft on the pad. It was my thinking that the pads are set up to help disperse the weight of the boat evenly across the hull if it were ever to be grounded. I brought up the question of why the original pads weren't removed, and why the pad location wasn't at least moved in order to keep the strut relatively in the center of the pad. This is when I was told that the pads are merely something else to bolt through, that they never hold any sort of structural support, and further I shouldn't worry about it, it doesn't matter where on the pad they are bolted as long as they are on the pad. The yard I used has provided sub-par service, and I think they are just anxious for me to leave. Could someone let me know if this battle is worth fighting over, or am I worried about nothing.
