Guys,
From having fished all over the pacific and carribean on charter boats, and being a charter captain myself, I can come up with a few criteria, in descending order.
1) Recommendations
2) Ask around at the dock.
3) Be at the dock yourself when the boats come in.
4) Advertisements.
5) Boat make/model.

Items two and three are interchangeable, and items four and five are not necessarily good criteria.
Case in point; I once watched a fat , cigar chomping guy STEP OVER a big pile of Bass we had just caught (up to forty pounds), to get to the larger, shinier boat next to mine (this is a true story). Nothing is better than friends or acquaintance who have fished on a boat, or to be on the dock when the boat comes in. Also, the locals will ALWAYS know which boat consistently puts fish on the dock. Hope this is a help.
